Did they check the Kuwait Fund? The arabs dont have space to keep all of their money, they are always looking for people to help them keep it - they have no room basically.

BTW, its almost offical now, the cwa rate is going up

I'd say SHOULD borrow locally. For example, by issuing Sukuk, instead of borrowing in foreign currency, instead of letting the local money be squandered in the numerous gambling houses and get Mauritians positively involved in (and reap safe, tax-deductible and secure profits from) large-scale infrastructure projects...

By the way, it's normal that it's overspilling at these places: these are protection mechanisms to prevent erosion of the dam base and core, and these should be preserved from human construction encroachment, unlike at La Ferme reservoir these days: for a start, God knows who allowed these people to settle there initially.
Also by the way, the overspilling water is not getting wasted: they are captured further downstream by other smaller river dams and diverted for treatment and conversion into a potable form. A bit like that is being done at M3 (Terre Rouge-Verdun): the water table that has been intercepted is 'leaking' everyday into the road drain, which flows into a downstream river, which is routed to a surface reservoir feeding the water supply system of the region...

Go ask those who decided to build that goddamn abortion of a road across such fertile (but unstable) slopes instead opting for the widening of an already-existing and much shorter track that went somewhere around Pieter Both and through Malenga and Crève-Coeur.
Same as for the so many beaches and view points that were horribly maimed and scarred beyond recognition over the recent decades.
Ça crève le coeur...
