Mauritius To Fully Reopen Borders At the Worst Possible Time

October 1 is not looking good. We’ve recently recorded some of the fastest growths in Covid cases in the world that has placed us on CDC’s list of very high infection risk. Deaths have also reached record levels and there is a very wide consensus that authorities are heavily underreporting them – less than half of the 160 covid deaths have been attributed to the virus including only 9% of the 11 people who died with the virus in the last three days. 

The ambient denial can be explained by the fact that the trickle-down economics pursued over the past fifteen years have delivered an economy that’s less than half the one expected. While the vaccination rate is above 60% it will not be enough to prevent the situation from worsening especially when we hear the reply of the President of the union of workers of the Ministry of Health when asked whether a patient is safe when she goes to hospital these days: “I’d rather not answer.”

Greatest Party of Mauritius Turns 85

It gave us so many things. Improvement in worker conditions early on. Followed by a decisive victory against proportional representation. Then the most magic of moments: independence. Along with an excellent constitution and electoral system. Newly-born Mauritius was a left-for-dead country even before the oil crises and terrible cyclones of the 1970s but brilliant policies enabled us to make significant progress providing rapid upward social mobility to the many. 

Since 2005 however it is in its darkest period, furiously betraying its DNA. It’s time for the Labour Party to reconnect to what works.

African Countries With the Worst Covid-19 Death Intensity

 
As shown in the above table Mayotte is the African territory with the highest number of covid-19 deaths per capita and that too by a large margin. Its figure for cases per million people was even higher than that for Spain on May 13. This is pretty bad given that it had only 6 cases on March 20. A weak health system is part of the reason. Not unlike in France where thousands of beds have been eliminated in hospitals during the last two decades.

Mauritius is at number four. We wasted precious time in the beginning when politicians were blurting out a lot of dangerous rubbish. We’ve seen how fundamental a good universal public health system is. We need to seriously upgrade ours. This involves a course correction.

Covid-19 Crisis Not Unprecedented


Nope. As the chart shows our GDP contracted by 10% in 1980 after cyclone Claudette visited us in the dying days of 1979. The contraction estimated by the Ministry of Finance for this year is between 7% and 11% so it’s going to be roughly the same. What’s going to be different is that since 2005 government has been working for the 1% while 41 years ago important components were being added to our welfare state helping tens of thousands of us have more meaningful lives.

But the most interesting thing about Marx was the healthy dose of scepticism he kept about ideas including his own (read with a free subscription). He was relatively unknown during his life with between nine and eleven people attending his funeral.

The MMM started out as a Marxist-Leninist party. Would you believe this? While a recent breakaway faction with interesting initials wants to privatise water.

Free Education Turned 40 in January

I was planning to have a write-up coincide with the anniversary of this crucially important national event. It just didn't happened. Got quite busy on Kozelidir: this is post no. 123. Haven't posted this much in five years. Also the thirteen pieces on The Jag! this year -- a new record -- took a lot of time and effort. You can imagine how much when you read some of these essays and when you consider that only ten such posts were published over three-and-a-quarter years. Still I am not about to let 2017 disappear forever without saying a couple of things.

First is that some people consider Free Education -- for secondary and university students -- as an electoral bribe that was bound to happen after students gathered on the GRNW bridge. Since when does mindfulness always happen after a protest? Our youth took to the streets in May 1975 while the beautiful electoral pledge was announced seventeen or eighteen months later. We know who implemented free education. You may not know who came up with the idea. Returning to pledges wasn't Lepep elected on the promise of a second 'economic miracle'? Still waiting for it eh? Let's not forget Navin Ramgoolam who promised to Put People First but ended up putting most of us last. Or Sithanen who told us poverty would disappear by 2015. Saying something is one thing. Doing it quite another.

The other thing is that granting Free Education was consistent with the extraordinary stuff accomplished by that generation of Mauritians who were born between let's say 1900 and 1945. You know the great people who proved Meade wrong and build the welfare state. Among them a couple of people really stood out: Kher Jagatsingh and his biggest fan, Seewosagur Ramgoolam.

Here's what KJ -- who many consider as the hardworker who has contributed the most to the advancement of Mauritius -- had to say about the implementation of Free Education:

"When almost by accident and force of historical circumstances, I was offered the portfolio of Education and Cultural Affairs in January 1977, I was already aware of the long and arduous task that awaited me. It was a crucial and decisive time to be Minister of Education and Cultural Affairs. This colossal task of reform and development was a real challenge, the like of which I had never faced before."

Phenomenal work doesn't always get recognised overnight.

Mansoor Saying Maintenance of Welfare State Dependent on Growth Rates

According to Le Mauricien. That was on Thursday during the same event where Manou talked to our local cry babies. What bean-counting Ali should instead have said is that his tax experiments have cost tax payers a lot and have made previously sustainable social nets overdependent on robust growth rates. This economic poop of his can be fixed by sufficiently raising taxes of the well-to-do.

What Killed Many IRS Projects

Depreciating currency and dullness of Mauritian evenings are two reasons we identified last year. Overpricing is a third one. Here are a few more:
  1. Getting someone from the World Bank(WB) as Financial Secretary who promises to adapt WB policies to Mauritius. Investors know very well what happens when government allow Bretton-Woods-formatted cowboys to run the show: they screw up public finances and the economy, people eventually take to the streets and governments lose power along the way. That usually doesn't help real estate values to firm up. 
  2. An eyebrow-raising event: WB opens an office here in 2008 based on totally fallacious arguments. We didn't need a WB office in the 1970s when we went through very turbulent economic waters so how come we needed one 4 decades later when conditions are infinitely more manageable? Investors definitely interpret this as a signal that a few idiots have decided to send our country to the dogs.
  3. Investors were attracted by sexy ingredients that are the foundations for our country's reputation as the poster child of economic development: success in defusing the demographic bomb, rapid industrialisation, progressive taxation, free education and other carefully thought-out components of our welfare state. With the introduction of the Sithanen-Mansoor-Scott-Ramgoolam flat-tax they fear Mauritius may have lost her magic touch and know government will have no money to maintain standards or solve any national problem. Which is essentially what happened over the past 5 years. And that doesn't sell properties.
Guess you've noticed that the policy spaghetti that killed these IRS also killed our savings and made our economy more vulnerable. Things could get out of hand pretty quickly.
