Allow as many students who didn't make it through the ridiculously tough CPE exams last December and who didn't even get a seat in a vocational school to join their friends in Form 1. That is enable 2,500(?) of these 3,500 kids to move ahead in life immediately by adding a few chairs in each Form 1 classroom.
