The subsidy is not efficient and I still persist to believe that a deduction from tax payable on account of attendance to school (to be certified by the headmaster / rector) is the best way of ensuring that the subsidy is actually used by the students to go to school, and not to tchaké / kas poz and for the bus owners to keep their buses on the roads.
