Minister Magic Needed Here

That would be the Atacama Desert in Chile. He should go there -- the driest place on earth according to NASA -- and organise prayer sessions so that rain falls.

While he's in the area he shouldn't miss visiting the San Jose copper-gold mine and learn how out-of-this-world management saved thirty-three miners from practising cannibalism.

And more magic arguments against experts' (mostly trained at universities) opinions by the Prime of the Ministers at the opening of... a university.

Then, why did he have to pay them for working on a report in the first place?

Is he implying that for leaders to impose their ideas (whims / fantasies?) without hindrance experts should go away and burn their certificates?
