Why are they so elusive?

The founders of Dodoland must be hailed for one thing: the art of delivering hot air non stop. Exit "economic democratisation", enter "Maurice Ile durable". For anything solid, better look elsewhere. Unless one confuses "batte-batté" with vision and strategy.

What would you identify as the key impediments?

I tend to see mostly leadership deficit and crony capitalism or réseaucratie in lieu of democracy. Am I going bonkers?

Such an unfair comment when you consider:

a)3.5 year-old Land-Based Oceanic Industry,
b)Daylight Savings Time,
c)Rs100+ billion Highlands project,
d)Tianli,
e)Empowerment Fund,
f)Stimulus package which is not exactly 'additional',
g)Regressive income tax reform,
h) Expected robust growth of 2% for 2009 (vs. 3 years of robust inflation)
i) six Rs1 billion funds
j) PM's promise to review electricity prices downwards...

I am afraid that the making of Dodoland started well before 2005!

Absolutely true. I was just trying to be helpful given that you used only post-July 2005 examples.

But I have a funny feeling that what could probably be dubbed "The Great Deconstruction" is already underway.
